They pivoted to stranded energy, behind-the-meter generation, and jurisdictions with cheap power and warm handshakes. Let me break down the mechanics, because the trade implications come from the sequencing. First, project financing. Lenders and insurers have started to price environmental and social risk into infrastructure deals. A project sitting in a protest hotspot will face higher political risk insurance premia and stricter covenants. That changes the cost of capital before a single concrete pour. Second, policy divergence — some states are floating pauses on new data center approvals while others are offering aggressive incentives. Capital flows to the path of least resistance. The market keeps treating that feeling as a rounding error. It is not a rounding error; it is the next pricing input.
So here is the forward-looking trade. Don't short the buildout — AI demand is real and capital will find its location. Instead, watch the repricing of friction: state moratoriums, water disclosure mandates, insurance premia, and the grid interconnection queue. The winners are not the biggest spenders. They are the operators who already own the scarce combination of power, water, and community consent. The question I keep asking is a simple audit: if social permission is now a hard constraint in the data center market, which balance sheet in your portfolio has already accounted for that line item? The market hasn't priced the answer yet. It will. And when it does, the trade won't be in the hash rate — it'll be in the premium on certainty.
